Human resources policy
The organization places a high importance on personnel policy, which aims to efficiently manage, develop, and establish a professional and cohesive team united by shared corporate values. LLP Expressoil employs around 500 people, with a third of them under the age of 35. Every second employee at the plant has a higher professional education. The average age of refinery workers is thirty years.
The performance of LLP Expressoil operation is heavily influenced by the qualities of its personnel, who are able to respond quickly to changing market requirements in order to fulfill the enterprise’s strategic goals and objectives. As a result, people selection is one of the top priorities of LLP Expressoil’s personnel policy.
To achieve an optimal balance of renewal while preserving the number and quality of personnel required by the refinery, LLP Expressoil implemented rules for competitive personnel selection, which provide a transparent system for personnel search, selection, and adaptation. Candidates for admission must go through the following selection stages: testing, an interview in a structural unit, and a panel interview with the refinery competition committee. The recruiting process is computerized and uses the “Electronic Recruiting” information system, which assures openness in the movement of candidates’ resumes throughout the selection process.
An adaptation program has been devised to help employed workers adjust to the labor collective, embrace established relationship standards, and master the system of professional knowledge and abilities. A human reserve has been constructed to replace managers, specialists, and senior shift workers, and the mechanism for their internship, training, and certification has been established. The personnel reserve is continuously updated.
The organization has a staff development program in place that includes employee training, retraining, and advanced training. Appropriate conditions have been created for the implementation of the personnel development program: classrooms for theoretical training are available in all workshops/complexes of the plant, the training center is actively involved in the training process, and it is equipped with new equipment, modern teaching aids, multimedia training complexes for technological processes, and computer training complexes.
LLP Expressoil is actively involved in the implementation of social partnership programs. To create a viable dual education system, curricula were revised, the number of hours of theoretical and practical training was increased, major repairs were made to the college’s training workshops, a training ground and laboratory were established at the enterprise, and equipment, overalls, and personal protective equipment were purchased. Every student is assigned to an experienced mentor.
Since 2018, Pavlodar State University named after S.M. Toraygyrov has been involved in the dual education project in the specialties “maintenance and repair of equipment” and “technology of oil and gas processes”. To equip the university’s technological basis, 11 different types of reagents and laboratory equipment were transported, special equipment and classroom furnishings were purchased, and classrooms and laboratories were rebuilt, totaling around 650 square meters. Such collaboration with educational institutions yields beneficial results; about 80 percent of graduates who studied under the dual system demonstrated a high level of expertise, were chosen by the competition committee, and were hired at the plant.
The corporation recognizes that its bright future and the preservation of industrial and human traditions are in the hands of new employees who are replacing veterans. As a result, special emphasis is made to replenishing the company’s workforce with young specialists, university and college graduates, who can swiftly adapt to new technologies and grasp new information. Young specialists account for more than 30% of new hires each year. When applying for a job, each young expert is assigned a mentor from among the plant’s highly skilled employees who have undergone specialized training. The yearly “The Oil Refiners Initiation” ceremony is held to familiarize young specialists with the enterprise’s corporate spirit.
