LLP Expressoil’s emergency planning and response strategy adheres to legislative regulations and internal regulatory documents. The Documented Procedure for Identifying Hazardous Production Factors, Assessing Risks, and Implementing Control Measures governs risk assessment in emergency response. According to the document, the Company identifies and assesses risks in the field of emergency situations based on three approaches: – using relevant operating data of the Company’s facilities to determine the frequency with which these events occurred in the past, and, based on this, determining estimates of the frequency with which they will happen in the future; -prediction of event frequencies using such technical techniques as analysis of a diagram of all possible consequences of a system malfunction or accident (“fault tree”) and analysis of a diagram of the possible consequences of a given event (“event tree”); -use of expert opinion.
Work with contractors
LLP Expressoil tries to provide a responsible approach while dealing with contractors, founded on mutual respect and engagement in terms of HSE management. When contractors enter into an agreement to provide goods, works, and services (hence referred to as GWS), they are subject to health and safety regulations. Contractors undertaking work at LLP Expressoil facilities must comply with the requirements of the Republic of Kazakhstan’s legislation, as well as the Company’s HSE standards and norms, according to the established labor relations. Where necessary, contractors are required to prepare a plan to provide a safe working environment in order to prevent and mitigate hazards associated with the work undertaken. At the same time, contractors independently monitor adherence to safety and labor protection standards.
In accordance with the Rules for the preparation, approval, conclusion, execution, and monitoring of contracts (purchase), LLP Expressoil has established mandatory requirements for Contractor/Contractor organizations in the areas of health, industrial safety, and environmental protection. The Contractor/Contractor must provide services or perform work in accordance with current labor safety and health standards, industrial, fire and transportation safety, environmental protection, main pipeline, and other regulations in effect in the territory of work/service provision, as well as take all necessary precautions to avoid deaths, accidents, property damage, and the environment. The Contractor commits to provide services or conduct work in accordance with the Contractor’s and the Company’s health, industrial safety, and environmental protection (hereafter referred to as HSE) standards, rules, and policies.
